Judy Winn Pippin grew up in Muncie, Indiana and attended Ball State University on a local academic scholarship. Ms. Pippin received her B.S. in Political Science from Ball State in 1988.

Ms. Pippin received her J.D. from Indiana University School of Law at Indianapolis in 1992. During the summer of 1990 Ms. Pippin attended a semester of law school in Shanghai China as part of the international studies program. In 1991, Ms. Pippin became the Associate Articles Editor of the Indiana International and Comparative Law Review. She has published two articles, one in the International and Comparative Law Review, entitled The Ancient Chinese Secret: A Comparison of Chinese and American Mediation in 1992. Ms. Pippin's second article was published in the 1997 Indiana Law Review, entitled Recent Cases in Worker's Compensation Law. Ms. Pippin has been a frequent speaker at continuing legal education seminars.

Ms. Pippin is a member of the Indianapolis Bar Association, and the Indiana State Bar Association, where she serves on the Pro Bono committee. She is admitted to practice law in the State of Indiana, the United States District Court for the Southern and Northern Districts of Indiana. Ms. Pippin volunteers for the protective order Pro Bono Project and the Neighborhood Christian Legal Clinic.

Ms. Pippin is a former Deputy Attorney General where she defended State Agencies in Worker's Compensation cases as well as represented the Worker's Compensation Board's Second Injury Fund. She has practiced with the firm of Riley Bennett & Egloff, and Meridian Insurance Company, primarily handling insurance coverage, personal injury and worker's compensation cases. In November, 2003, Ms. Pippin began working with Wagner Reese & Crossen, LLP. Ms. Pippin's worker's compensation practice is statewide. Ms. Pippin and her Husband, Brad, reside in Indianapolis with their two sons.
